The reply of the Bureau on the strife to undertake the (opium)
licanoe monopoly,

As the considerable sum of several million (dollars) of public
funds is involved in undertaking and managing the (onium) licence monopoly, it can not be granted rashly to one who is not a substan-
tial merchant.
The Bureau for the suppression of opium has after
careful and mature consideration, directed the two merchants Kwong
Wing Un and KI On Tai to manage (the monopoly) Jointly; then on Ki On Tal's petition Kwong Wing Un was ordered to manager it alone,

sequently the General Chamber of Commerce submitted H. E. the Viceray the various particulars stated in Kwong Hung Cheung's plaint.
The Bureau for the suppression of opium in graciously complying with
the general feeling also introduced the publio election by ballot,
and the Chamber of Commerce has communiosted with the Provincial
Treasurer and the Bureau (for the suppression of opium) on the actual
facts in connection with public election by ballot. Now the General Bureau for the suppression of opium on receiving verbal instructions
from H. E. The Viceroy has direoted Kwong Wing Un to commence colle0-
tion on the 1st day of the 5th Moon. Yesterday (or the other day)
Kwong Un Shing, Opium firm and U Wal Pat Ping & Pun mee merchants
holding official ranks, sent a petition on this matter to the General Bureau for the suppression of opium who in reply thereto state that
the said merchants should be contented with their own callings and
extinguish their desires; they must not again hope to interfere with
or soramble for (the monopoly).
